Zhejiang advances online notary services

The justice department of South China's Zhejiang province has adopted multiple measures to further advance its online notary services.

Zhejiang has developed 16 high-quality notary applications, and 26 notary matters can be handled online throughout the whole application procedures, including acceptance, review, data verification and certification delivery.

Efforts have been made to optimize application platforms. Through the integration of the three non-verification procedures – the application, material collection and document signature – the query procedures of 26 items, including business licenses and residence permits, can be handled online and will be reviewed and verified by notary institutions through big data. A total of 106 notary services have achieved online appointment and application in Zhejiang.

The province has taken measures to improve operation efficiency by removing data barriers and promoting the notification and commitment system.

On the basis of its integrated smart public data platform, the province has linked its notary application system with 15 provincial departments, including the public security, civil affairs, and market supervision, achieving online access and verification of information related to 48 key matters, such as the household registration, driving licenses and marriage registration. Also, 865 certification matters of 243 notary services no longer require paper documents.

Zhejiang has intensified efforts to promote multidepartment coordination to improve public convenient services and promote social governance.

The province has set up 187 online notary service sites among its grassroots public legal service institutions, helping the masses easily access to notary services online.

The province has established 19 overseas remote notary sites relying on chambers of commerce and set up four overseas notary liaisons relying on Chinese diplomatic and consular missions overseas, involving nine countries and 16 cities where overseas Chinese are concentrated. Through online identification, video and e-signatures, overseas Chinese citizens can apply for notary services in "One Visit at Most". Over 10,000 overseas notary cases were handled via video link.
