Zhejiang upgrades legal services to support enterprises' high-quality development

In recent years, the justice department of East China's Zhejiang province has introduced a set of measures targeted at improving legal services serving the high-quality development of enterprises across the province.

Innovative corporate legal services have been introduced in the province, including the full coverage of legal advisor services for market entities in grid format, legal examinations for private enterprises, "notarization plus financing", "notarization plus intellectual property," as well as online arbitration, so as to include smart legal consultations in the featured section for enterprises on the "Zheliban" App, the province's official online administrative service platform, and coordinate the province's public legal service resources such as lawyers, notarizations, arbitrations, and mediations.

Over the years, the province has encouraged its notarial institutions to open enterprise green channels, delivering convenience for enterprises through such approaches as door-to-door services, remote videos and online notarial services.

Efforts have been made to extend notarial business to such fields as financing and intellectual property, and to provide corresponding notarial services to ease enterprises' burdens. A total of 35,850 relevant notarial cases have been handled across the province so far this year. 

This year, Zhejiang has carried out legal examinations for 234,000 private enterprises and offered 609,000 legal consultation services for market entities, addressing practical problems concerned by private enterprises, such as the improvement of a law-based business environment, policy and regulation executions and the protection of legitimate rights and interests.

In addition, local arbitration systems have innovated approaches to facilitate the harmonious and orderly economic development of the province. 

For example, the Xihu District Arbitration Commission of Hangzhou established a one-stop service platform featuring "legal aid plus people's mediation plus labor arbitration" to strengthen the integration of diverse dispute resolutions; the Ningbo arbitration center for tourism disputes started to notarize the mediation agreement through arbitration; and Huzhou city has become a member of the Yangtze River Delta Integrated Arbitration Development Alliance to boost regional development.
