Yunnan releases action plan on facilitating rural vitalization through legal publicity and education

Southwest China's Yunnan province has recently released a three-year action plan on improving rural vitalization through legal publicity and education across the province.

In a bid to give full play to the role of legal publicity and education in further enhancing law-based rural governance and accelerating rural vitalization, the plan specifies that measures should be taken to comprehensively implement the system which stipulates that relevant departments bear the primary responsibility of law publicity and education to improve the effectiveness of law popularization.

Special legal publicity activities should be carried out to popularize laws that are closely related to villagers' life, including popularizing the Constitution and Civil Code in rural areas.

The plan says efforts should be made to innovate construction of rule of law culture in rural areas, to establish law-themed educational centers in towns and sub-districts, and to achieve full coverage of those centers at village and community level by the end of 2024, with the number of demonstration villages and communities for democracy and rule of law exceeding 140.

Relevant measures should also be made to implement the program to cultivate legally savvy talents in the province's villages and communities. Each administrative village and community should cultivate at least five legally savvy talents and gradually achieve full coverage, according to the plan.

The plan also maps out the internet plus legal services activities, which will be conducted to accelerate the application of public legal service robots in rural areas and promote the use of law-based governance apps in a bid to give full play to the role of "each village with one legal advisor".
