Liaoning steps up measures to improve public legal services

Judicial administrative system of Northeast China's Liaoning province have accelerated efforts to comprehensively improve law-based rural governance and foster a diverse, integrated and precise public legal service system in rural areas in a bid to advance the province's rural vitalization with convenient legal services and solid legal guarantees. 

Relying on judicial stations, the province's judicial administrative system has enhanced integrated planning, construction and resource sharing among public legal service work stations at villages and towns and judicial stations, coordinating such services as legal publicity and education, lawyers, notarizations, judicial forensics, grassroots legal services, legal counsels, people's mediations and legal aid, so as to provide "one-stop" public legal services for the public.

The province's judicial administrative authorities have stepped up efforts to facilitate the integration of service resources and mechanisms of public legal service entities, hotlines and online platforms, bring the public more intelligent, convenient and efficient legal consultations, notarization applications and legal aid.

To date, over 16,000 sites for disputes resolutions have been set up, covering all the province's villages and communities. A total of 1,360 public legal service workstations have been established in towns and sub-districts. Plus, the province has cultivated 53,000 legal savvy talents in rural areas, and legal advisors at villages and communities as well as legal cultural bases have achieved full coverage across the province.

In addressing the shortcoming of public legal services in rural areas, judicial administration authorities have supported and guided different types of legal service institutions in providing circuit and remote services for the rural residents, intending to establish a convenient, efficient and inclusive modern public legal service system that covers urban and rural areas by the end of this year.

Statistics show that, in the first half of 2022, the province's public legal service hotline answered 113,000 queries, with a satisfaction rate of 99.49 percent, and its official legal service website provided 628 legal consultations, with a satisfaction rate of 99.06 percent. The province's annual amounts of lawyer service and notarial service were 274,000 and 480,000 respectively. 

Next, the judicial administrations will endeavor to further enhance the quality and efficiency of public legal services so as to continuously meet the public's related diversified, multilevel and personalized needs, according to an official of the province's judicial department.
