Vice-minister of justice calls for efforts to promote high-quality development of foreign-related legal services

Xiong Xuanguo, vice-minister of justice, called for more efforts to promote the high-quality development of foreign-related legal services.

Xiong made the remarks as he attended and made a speech at the second China Legal Forum on International Trade in Services held in Beijing on Sept 3.

Xiong pointed out that President Xi Jinping has attached great importance to developing foreign-related legal services and given important instructions on this topic many times, pointing direction and providing fundamental guidelines for the development of China's foreign-related legal services.

Xiong stressed that the Ministry of Justice, according to the decisions and plans of the Central Committee of the Communist Party of China (CPC), has launched a series of measures to actively improve the foreign-related legal services system and mechanism. It has also worked hard to strengthen team building and institutional construction regarding foreign-related legal services, so as to continuously make new progress in the field.

Consistent efforts should be made to expand China's foreign-related legal services and play an active role in such major national undertakings as the Belt and Road Initiative, the Guangdong-Hong Kong-Macao Greater Bay Area and the free trade zone construction, in a bid to help Chinese enterprises and citizens go global.

Efforts should also be made to build Chinese international arbitration brands and give full play to the role of notarization in expanding economic and trade exchanges, Xiong stressed, urging efforts to promote the balanced development of foreign-related legal services and actively serve the country's opening-up.

No efforts shall be spared in talent cultivation, according to Xiong, who called for accelerating pace in building a high-quality foreign-related legal service team that is familiar with both Chinese laws and international rules and with a global outlook and international vision. He also stressed the need to nurture a group of high-quality foreign-related legal service institutions of a large scale.

He suggested building consensus through communication and cooperation and actively expanding new international communication mechanisms on legal services so as to build international platforms for communication and cooperation and make China's voice on the rule of law heard.
