Yunnan intensifies measures to promote rule of law

Judicial administrative authorities of Southwest China's Yunnan province have introduced a package of measures to strengthen standardization among provincial judicial offices and further improve mediation capacity in a bid to give full play to the role of the judicial administration in maintaining social stability, serving economic development and improving people's livelihoods. 

Over the past five years, Yunnan's judicial authorities have held over 180,000 legal publicity events, reaching 57,040,000 people and handling over 890,000 legal consultations. They have provided over 22,000 pieces of legal advice for grassroots governments and helped formulate over 23,000 normative documents and village regulations. Mediation organizations at all levels have resolved over 2 million pieces of disputes, with a success rate of over 95 percent.

Improving the judicial offices' capacity in legal services and legal guarantees

To date, a total of 176 provincial-level standardized judicial offices have been established in the province. In 2021, 22 judicial offices were named as national model judicial offices, and 30 individuals were awarded the title of national model judicial workers.

Facilitating full coverage of mediation organizations in the province

Based on local conditions, the provincial judicial authorities have released over 30 normative documents and established 639 professional industry mediation organizations that cover a wide range of fields including healthcare, road traffic, property management, tourism and labor disputes.

A total of 292 personal mediation studios have been set up, and 608 people's mediation organizations have been established at people's courts, departments of public complaints and proposals and police stations. These steps have laid a solid legal foundation for promoting the modernization of the grassroots governance system and capacity and resolving disputes. 

Comprehensively enhancing the mediation capacity to build a safe Yunnan 

Over the years, the province's judicial administrative authorities have fully implemented the People's Mediation Law of the People's Republic of China, improved mediation capacity in a comprehensive way, which has played an active role in enriching mediation institutions and organizations, consolidating the foundation of mediation, and optimizing the mediation mechanism in a scientific way.

Nearly 90 percent of disputes have been resolved at the grassroots level, and people's mediation is playing a significant role in helping maintain social stability in a safe and law-based Yunnan.

Building a smart judicial system through an efficient information platform

A comprehensive service platform featuring smart mediation has been established to make it possible for people's mediators to work anywhere anytime, collecting information and carrying out online mediation in a fast and convenient way, which has greatly promoted paperless work model of the people's mediation.

In addition, the province has integrated the online mediation service system into a variety of public legal service platforms such as the "Legal Services of Yunnan", the province's official legal service website, to provide high-quality, efficient and accurate people's mediation services with the help of the internet and big data. 

To date, the province's 4,039 people's mediation committees have handled cases through the online mediation service system, with 21,267 electronic settlement agreements issued.
