"It's a wonderful experience! The service is efficient, convenient and cheap!" Hu said about her recent visit to the government service hall of Xiangshan town, East China's Anhui province, where it took her less than 10 minutes to get her driver's license renewed.

Hu's experience reflects the remarkable progress Anhui has made in promoting the building of a law-based government in recent years.

In an effort to shift government functions, Anhui took the lead in the country to release power-responsibility lists for governments at all four levels from province to township. It also canceled 374 matters concerning government powers and responsibilities, which accounted for 31 percent of the total number.

What's more, the province has slashed the number of matters requiring provincial-level administrative approval to 192, one of the lowest in the country. It has also applied the notification-commitment system to 10,219 matters that previously required certification, and launched an online map to provide government services around the clock.
