Xiamen makes strides in building law-based government

As one of China's first demonstration areas for the construction of a law-based government, Xiamen in East China's Fujian province has achieved remarkable progress in advancing the initiative since the 18th National Congress of the Communist Part of China (CPC) in 2012.

Aiming to streamline the approval process for construction projects, Xiamen began integrating local regulations in 2014, a practice that not only helped the city win two national awards but was also introduced to 16 other areas in a pilot program launched by the State Council in 2018. One year later, it started to be rolled out all over the country.

Data from the municipal government show that since the 18th CPC National Congress, the city's legislature has formulated or revised 72 local regulations, while the number achieved by its government is 44. It also pioneered the development of legislation concerning such issues as garbage sorting.

In addition, 98 percent of the administrative approval items can now be handled online.

The city has also directed more judicial resources to such areas as intellectual property protection and finance, and established mechanisms for providing judicial services like mediation and community correction.

It has also set up a municipal-level cross-agency center for diversified dispute resolutions.
