Ningxia committed to law-based primary-level governance

Northwest China's Ningxia Hui autonomous region has been actively improving its primary-level governance through the rule of law.

In 2020, the region's Party committee issued guidelines for advancing the agenda and identified six key areas for primary-level governance, including rural areas, communities, schools, enterprises and social organizations. By breaking down its ultimate goal into 212 specific tasks, the region has established a policy mix known as "1+6".

It is also innovating to expand its service supply at the primary level. As a result, over 90 percent of government service items can be handled online and the time required to handle applications for social security and basic living allowances has been slashed from 52 days to 28 days.

Meanwhile, it has delegated administrative law enforcement power over 83 administrative approval items related to people’s livelihoods, urban and rural management and environmental protection to township-level governments in order to improve primary-level management.

The region has also established a diversified dispute resolution mechanism through which over 95 percent of disputes can be resolved at the grassroots level.
