Shanghai to remove certification requirement on 72 administrative items

Shanghai municipality will replace certificates required for the handling of 72 administrative items with the commitment-notification system by the end of June 2022, according to a catalogue of such items recently publicized by its judicial department.

The work, scheduled to be accomplished in three steps, involves items in 19 areas such as market regulation, commercial affairs, human resources, social security, civil affairs, public security and public health. 

Aimed at bringing greater convenience to enterprises and residents, the catalogue contains 44 items, or 61.1 percent of the total, pertaining to market entities' business operation, 14 items, or 19.4 percent, on qualifications of various professions, and four items related to application for social relief or security.

To prevent risks, verification of applicants' commitments will be strengthened, says the catalogue which also incorporates applicants' credit records into the handling of involved items.

Foreign-related entities will also benefit from the work as the catalogue contains 10 administrative items with respect to foreign companies, overseas non-governmental organizations and Chinese-foreign training joint ventures.
