Northeast China's Heilongjiang province has decided to establish an inter-agency joint conference system to boost the quality of its public legal services.

Led by the provincial judicial department, the system will be joined by 14 provincial-level authorities including those in charge of development and reform, education, public security, civil affairs, finance, human resources and social security, agriculture and rural affairs, commerce, State-asset management and the business environment, as well as the province's high court and procuratorate.

The system is designed to consolidate the joint effort of these authorities to expedite the construction of a modern public legal service system which is convenient, efficient, equal, inclusive and accessible to both urban and rural residents.
