Shanghai specifies subjects of major administrative decision-making procedure

Shanghai led the country in publicizing a catalogue of items subject to its provincial-level major administrative decision-making procedure on March 31. 

The catalogue contains 24 items, 10 of which are concerned with various plans the city will implement during the 14th Five-Year Plan (2021-25) period; while seven others are regarding people's livelihoods, and another seven take up such issues as carbon emissions. 

The city has devoted great effort to the improvement of its major administrative decision-making procedure in recent years. Especially since the release of its interim provisions on that work in 2019, it has optimized the work by issuing seven supporting documents related to such matters as public participation and legal review.

Meanwhile, the governments of Shanghai's 16 districts also publicized their own items subject to the procedures.
