Notarial service in Liaoning increases convenience by video link

Thanks to the video link-based service provided by a notary office in Shenyang, capital of Northeast China's Liaoning province, Miss Liu, who's living abroad and unable to return to China because of the COVID-19 pandemic, was able to have her letter of authorization notarized recently, a necessary step for her to obtain the property right certificate for a property she bought in the city.

Liu's case epitomizes the new attempt of the province's notary offices to draw on video links to provide services for people who are unable to show up in person. Currently, there are 10 notary offices in the province that provide such service.

Anyone can apply for the service if the service is applicable to his or her affair and if his or her residence, the place where the fact to be notarized occurred, or the place requiring the notarial certificate is within the jurisdiction of these offices.

To receive the service, one needs two WeChat accounts running on two mobile phones in order to communicate with notaries while filling out relevant forms online.

The province plans to step up the promotion of the service so that more people can enjoy the convenience it brings.
