As part of its effort to improve its business environment, North China's Shandong province has decided to establish a legal service agent mechanism aimed at serving local micro, small and medium-sized enterprises, or MSMEs.

According to a guideline jointly released by the provincial judicial department and industrial and commercial association, the goal of the mechanism is to guide the flow of high-quality legal services towards MSMEs.

The guideline calls on the government to play a leading role in mobilizing legal service providers to serve MSMEs. Meanwhile, it also calls for respect for the market mechanism which allows enterprises to make independent decisions on whether or not to accept the services.

In order to constantly improve the mechanism, the guideline demands the establishment of a joint conference mechanism.

It also asks for combining online and offline methods to enhance the mechanism's publicity and popularity.

The funding for the mechanism should be guaranteed through various channels based on local actual situations, according to the guideline.
