Anhui to roll out notification and commitment system

East China's Anhui province has decided to roll out a notification and commitment system across the province by the end of June, a step further in cutting the number of administrative matters for which certifications are required.

The province's judicial department has made it clear that the system will apply to all administrative matters unless otherwise specified by the law or they directly involve national security, ecological and environmental protection or the safety of citizens and their major properties.

It highlights those regularly-handled administrative matters whose social risks are generally controllable, requiring that such matters shall, in principle, all be subject to the system as long as the needed information is available through an information sharing mechanism.

The department requires all provincial-level government agencies to publish their catalogues of administrative matters subject to the system on their official websites by May 31 with government agencies at lower levels following the lead later on.

Meanwhile, it asks agencies to formulate templates of notification and commitment letters that specify what is to be notified.

It also calls for an inter-agency information sharing platform within the province that can help agencies verify information about applicants.

Meanwhile, the province will improve its social credit system by establishing applicants' credit records and a blacklist for those making misrepresentations in order to lower potential risk in the system as much as possible.

Anhui's move echoes the effort of the Ministry of Justice to promote the implementation of the notification and commitment system nationwide, a major aspect of its judicial administrative reform this year.
