Between the start of December 2018 and now, Lushunkou has assessed its advantages and issues it's facing and put forward eight measures to promote its development with a focus on quality.

The following eight measure address the improvement of management systems and mechanisms at industrial parks and State-owned enterprises: 

1. Optimize the business environment; 

2. Develop high-quality industries to enhance endogenous power; 

3. Consolidate ecological advantages; 

4. Improve the quality of construction projects that receive investments; 

5. Clarify the industrial park's development direction and create service platforms that benefit the companies within it; 

6. Strengthen related supporting capabilities;

7. Ensure that government debt risk is controllable to lay a solid sustainable foundation for Lushunkou's development.
