Achievements after reform and opening-up in Lushunkou—Living conditions

Unlike other districts in Dalian, Liaoning province, Lushunkou in the south of Liaodong Peninsula, wasn't approved as a State-level economic and technological development zone until the end of 2009. Just nine years later, it is full of unprecedented vigor and vitality.
The registered urban unemployment rate in this district was kept under 3 percent throughout the 12th Five-Year Plan (2011-2015), with the medical insurance in Lushunkou covering both urban and rural residents. Meanwhile, the comprehensive educational system includes pre-school to grade nine compulsory education. Newly-built schools and hospitals now provide high quality services to the residents.
The urbanization rate of Lushunkou district increased from 78.3 percent in 2010 to 80 percent in 2015. Throughout the 12th Five-Year Plan, the region's total investment in infrastructure construction was 1.38 times that of the 11th Five-Year Plan (2005-2010) period. A number of major infrastructure projects including Subway line 12 were completed and put into use.
