Dalian Science and Technology Innovation Park of Chinese Academy of Sciences

Dalian Science and Technology Innovation Park of Chinese Academy of Sciences (hereinafter referred to as "Park"), founded in July 2006, is a base used to industrialize scientific and technological achievements of the Chinese Academy of Sciences. 

On October 20, 2008, it was renamed Liaoning (Dalian) Science and Technology Innovation Park by Liaoning Science and Technology Department. In March 2010, Lushun was included in the Liaoning coastal economic belt as a green economic area. The Park has become the main urban area of the "five cities and one provincial capital" plan which includes development into Science and Technology innovation cities. 

The Park is committed to developing itself into a major science and technology innovation base in Dalian, and even a major technological achievement source, a radiation source and a demonstration area in Liaoning coastal economic belt by using core and key technologies.

The Park, located in the southernmost part of Liaodong peninsula, is connected with Dalian through four roads, namely Lushun North Road, Lushun Middle Road, Lushun South Road and Haibin Expressway. A light rail is also currently under construction. Tuyang Expressway and Tuyang Railway are connected with the Northeast expressway and railway networks. It takes only 30 minutes to arrive at Lushun New Port in the west of the Park from domestic and international port cities. 

The starting area in the Park covers an area of 5.8 square kilometers and has a total investment of 1.08 billion yuan in infrastructure. With the steady progress of infrastructure construction, the Park now has the capability to undertake various projects.

With the goal of development into a green and high-end region, the Park is vigorously developing green and low-carbon industries such as new energy, biomedicine and medical rehabilitation to create an industrial cluster at an advanced world level.

The Park will rely on the solid advantages of science and technology, education and talents from the Chinese Academy of Sciences, Dalian University of Technology, Dalian Jiaotong University, Dalian Medical University and other colleges and universities nearby so as to build a gathering place of high-end talents, a well-known domestic R&D incubation center at home and abroad, a technical center, a training center and a key laboratory. 

The Park will strive to create an industry chain with the integration of R&D, pilot tests, incubation, and technical achievement transfer in new energy, new material, energy saving and environmental protection, and low carbon industries, and to further highlight the role of green S&T innovation city in leading, demonstrating and guiding.

Sino-Japan Dalian (Lushun) Low-carbon Economy Demonstration Park, located in Dalian Science and Technology Innovation Park, is a major strategic cooperation project jointly implemented by China and Japan to solve global issues, domestic regional issues, and issues in environment, energy and economic technology such as circular economy, low-carbon economy, energy saving and environmental protection, in line with trends in global economic development. 

The Park has adopted the construction model of Sino-Singapore Suzhou Industrial Park for reference, and is based in the Bohai rim. 

It has been established with the hope of attracting Japanese enterprises and advanced enterprises from various countries. Through diverse technologies, products, equipment, services and application demonstration of energy-saving and environmentally-friendly industry, green industry, low-carbon and circular economy industry, the Park actively develops itself as a world’s leading development zone for energy-saving, environmentally-friendly, low-carbon and green-growth industries; a sustainable development demonstration park; a major economic cooperation platform for the development of Sino-Japan strategic reciprocal relationship; and an incubation platform for Northeast-Asia economic integration.
