Established in 1992, Lushun Economic Development Zone was promoted to a provincial development zone in 2002. In 2006, it came to define Dalian's "one island and ten districts" development layout, and in 2007, it was included in a "two areas, one belt" development plan. 

By 2008, it was a key supporting area in Liaoning's "five points and one line" development plan. In 2009, the zone was integrated into the development strategy of Liaoning Coastal Economic Belt which is approved by the State Council. At present, the zone covers a planning area of 88 square kilometers, has jurisdiction over 12 administrative villages and has a total population of 80,000 people.

Aspirations for the zone include building a sea transportation hub over the Circum-Bohai Region, a national transportation equipment manufacturing base and a shipbuilding and major equipment manufacturing base for the northeast of China.

In recent years, main economic indicators such as local fiscal revenue, fixed assets investment, enterprise added value and foreign and domestic investment (in actual use) have all maintained a steady growth rate of 50 percent. It not only lists in the top of other industrial park in Dalian, but is also highest among the other 40 provincial zones in Liaoning.

1.Excellent natural ecological environment

Lushun Economic Development Zone is located in the southernmost tip of Liaodong peninsula, with the Inner Mongolia Autonomous Region to the north and Shandong Peninsula to the south. Facing the Yellow sea to the east and Bohai Sea to the west, it is rooted in the intersection of the Northeast Economic Area and Circum-Bohai Economic Region. It is in the center of Northeast Asia Economic Circle and is an important transportation node in the countryside.

Lushun Economic Development Zone is 45 kilometers from downtown Dalian  and only 40 kilometers from Zhou Shuizi Airport. The coastline is 12.49 kilometers and built on more than 30 tons deep water wharf. 

An old iron mountain national nature reserve and 203 national forest parks surround the zone. The oceanic climate regulates temperature and humidity, bringing a constant supply of fresh air and beautiful sunshine. A natural bathing beach, natural underground hot spring and unique bird and snake island are amidst thick trees， green landscapes. It is a rare place on earth where nature and humanity can coexist and thrive in harmony. 

2.Better infrastructure

Within 20 years, Lushun Economic Development zone has promoted the construction of infrastructure to the highest of standards with a fund collection of over 10 billion yuan from local financial input, bank loans and land transfer. 

Roads and power and water supplies have become increasingly stable, accessible and reliable. They are now capable of handling a variety of large-scale industry projects, especially in the form of transportation having formed an integrated transportation system with port, railway, train ferry, highway and urban light rail. 

Lushun Newport is a national first-class open port with more than 20 berths. Following the completion of the Newport expansion project - an investment of 2.7 billion yuan - the service function of the port will be further improved.

It is 86.28 sea miles away from Shandong Yantai port in waterway and 101 sea miles away from Qinhuangdao. The Yan-Da Bohai railway ferry is an important component within the national coastal railway shortening the Shanhai Pass route by 2,000 kilometers. The ro-ro passenger ship from Lushun to Penglai route has also opened, with routes from Lushun to Tianjin and Qinhuangdao amongst others set to open presently. 

Tu-Yang highway is an extension way of the Shen-Da highway through which cars from Heilongjiang, Jilin and the north of Liaoning can arrive at Lushun Newport directly. 

Collectively, Lushun economic development zone has not only become an important hub and node in the connection of the northeast economic zone, Bohai economic zone, Yangtze River Delta economic zone and world’s other major ports, but also an important logistic distribution center for civil logistics.

3.Remarkable achievements in investment promotion

The zone focuses on both development construction and project introduction, attracting a large number of new projects in energy conservation, providing more opportunities for employment, high tax contribution and a high degree of land utilization. 

More than 40 foreign enterprises from Japan, Korea, US, France amongst others have moved into the zone, leading to a total foreign investment of 500 million dollars. 

The zone focuses on the expansion and transfer projects of northeast old industrial base to also encourage domestic investment. Since 2014, the zone has introduced nearly 40 projects with a total investment of more than 30 million[Dollars? Yuan?] yuan. 

Enterprises with a high reputation both at home and abroad have established production bases in the zone, such as COSCO group, China CNR Corporation Limited, IMABARU Shipbuilding Co Ltd, Dalian heavy industry group Co Ltd, Dalian shipbuilding industry Co Ltd and Dalian Daxian Group. A port industry, including shipbuilding, locomotive manufacturing and major equipment manufacturing, has also formed at an impressive rate of development.

4.Rapid development in advantage industry

According to the development plans of Liaoning coastal economic belt and Dalian "two areas and one belt", in recent years, the development zone has focused on industries in shipbuilding, locomotive manufacturing, new energy automobile manufacturing and port and navigation logistics. 

At present, there are 220 industry enterprises in the zone; among these enterprises, there are nearly 80 above designated size and also 80 in equipment manufacturing. 

With a total investment of 10 billion yuan, the COSCO shipbuilding project has recently begun construction. 

With a total investment of 30 billion yuan, the zone's locomotive industry project Dalian CNR Cooperation Limited Dalian is under the third phase construction. At the same time, the zone has also launched the Lushun Newport integrated transportation hub project and Dalian international logistics center project.

5.Improving the livelihood of people

The development zone management committee insists on solving the problems of employment and farmers' land-loss. The committee has issued 10 measures to protect people's interests, such as land-lost farmers enjoying a fundamental living guarantee fund and secondary reimbursement in new cooperative medical therapy. These can effectively protect the fundamental livelihood of land-lost farmers. 

Meanwhile, the development zone also focuses on social welfare facilities, such as education and medical treatment. Central Middle School, with an investment of 100 million yuan and covering a land of 62 thousand square meters, is already in use, whilst Central Hospital, with an investment of 67 million yuan and covering 23.4 thousand square meters, is under construction. 

In addition, some provincial and municipal universities, including Liaoning foreign trade college, Dalian Jiaotong University and Dalian Institute of Science and Technology have moved here or set up a branch, all of which promote the harmonious development of the Lushun Economic Development Zone.
