Hefei offers policy support for top talent

I. Scope of application

High-level talents – including those from Hong Kong, Macao, Taiwan and foreign countries – who work in key industrial supply chain enterprises, specialized and innovative enterprises (national-level specialized and innovative "little giant" enterprises and Anhui provincial specialized and innovative champion enterprises) and new R&D institutions in Hefei, are eligible to apply for the following policies. That's if they meet the conditions after being certified by the Hefei City High-level Talent Classification Certification and Declaration Management System (divided into four categories: A, B, C and D).

II. Policy content

1. Class A talent: Successful applicants will receive a "one-on-one discussion", a "one person one policy" and "tailor-made" support.

2. Class B, C and D talent: Successful applicants will enjoy the following benefits:

(1) Talent apartments: Those who don't own a house in Hefei can rent apartments at no charge for three years according to the standards of no more than 180 square meters, 140 sq m, and 120 sq m respectively. Those who have worked continuously in Hefei for a year can buy talent apartments according to the same area standards, and enjoy 30 percent, 25 percent and 20 percent discounts on the prices, respectively.

(2) Housing guarantee: They can enjoy the household registration family policy of the city when buying a property in Hefei and can get priority in buying their first self-occupied house. Those who have worked continuously in Hefei for a year can enjoy housing subsidies of 30 percent, 25 percent and 20 percent respectively according to the average price of commercial housing at the time of purchase. This is subject to the condition that the floor space of the property for calculating the housing subsidy is no more than 180 sq m, 140 sq m and 120 sq m respectively, while the talent apartment policy is not repeated.

(3) Rental guarantee: Newly introduced class B, C and D talent who don't own a house in Hefei and who rent by themselves can receive housing rental subsidies up to 60,000 yuan ($8,422), 48,000 yuan and 42,000 yuan per year respectively for three years.

(4) Position subsidy: They can enjoy five years of position subsidies, the first three years relating to the individual's contribution to the local economy with the following two years being a halved subsidy.

(5) Other guarantees: They can enjoy relevant guarantees in medical security, spouse employment, children's education and other aspects.
