Zhou Changkui, chairperson of the China Disabled Persons' Federation (CDPF), attended a publicity event of the 8th Disability Prevention Day while surveying on disability prevention work in Beijing on Aug 23, prior to the National Disability Prevention Day, which is observed annually on Aug 25.
Zhou visited Beijing Jianxiang School, a Beijing-based special education school, where he observed rehabilitation training, sports activities, parent-child group activities, special aesthetic education, and choir rehearsals for children with autism.
He also attended a presentation on the school’s specialized courses and teaching methods, followed by discussions with special education teachers and parents of children with autism.
At the Four Seasons Science Innovation Center in Zhongguancun Science City, Zhou and his delegation were briefed on disability prevention work in Beijing, particularly Haidian District. He visited exhibits showcasing disability prevention efforts and advancements in assistive technologies. He also attended the launch ceremony for an autism children care promotion action, co-organized by the CDPF, Ministry of Education, Ministry of Civil Affairs, National Health Commission, National Healthcare Security Administration, Communist Youth League, and the All-China Women’s Federation.
Nothing that strengthening disability prevention is an important action to thoroughly implement the guiding principles of the third plenary session of the 20th Central Committee of the Communist Party of China on promoting the comprehensive development of disability-related efforts, and advancing the construction of a Healthy China, Zhou urged further implementing the National Action Plan for Disability Prevention (2021-2025) to effectively control the onset and progression of disabilities.
Zhou also called for the active promotion of technological and institutional innovations in disability prevention to safeguard public health, and for vigorous efforts in disability prevention education to raise awareness across society, fostering an atmosphere where everyone participates in and supports disability prevention.
Zhou highlighted that all involved parties of the action plan must prioritize enhancing the sense of gain of children with autism and their families, addressing key challenges in autism care services across various sectors. He urged stakeholders to ensure the implementation of autism screening and intervention service standards, and the policies on rehabilitation assistance for children with disabilities, along with the enhancement of special education, as well as relevant social insurance and assistance programs.
Efforts should focus on enriching service resources, strengthening service capabilities, improving the integrated medical, rehabilitation, and education service system, enhancing family support, advancing the research and application of relevant technologies, fostering close coordination among departments, and broadly mobilizing social forces to jointly ensure the effective organization and implementation of the care promotion initiative.
Ma Jun, vice-mayor of Beijing and Hu Xiangyang, vice-chairperson of the Board of Executive Directors of the CDPF, along with officials from relevant departments of the Ministry of Education, Ministry of Civil Affairs, National Health Commission, National Healthcare Security Administration, Central Committee of the Communist Youth League, and the All-China Women’s Federation, as well as officials of Beijing Disabled Persons’ Federation and Haidian district, also attended the event.
