A delegation from the China Disabled Persons' Federation (CDPF) led by Li Dongmei, member of the Leading Party Members Group and vice-chairperson of the Board of Executive Directors of the CDPF, conducted a survey on disabled people's education, employment, and rights protection in Ningxia Hui autonomous region, from Jan 16 to 17, 2024, during which they visited severely disabled people in difficulty.
The team conducted on-site inspections of public service facilities, including daycare centers for persons with disabilities, industrial support bases, special education schools, “Home for the Disabled” and service centers in communities, law firms, and museums in Xingqing district and Yongning county of Yinchuan city, as well as in Hongsibu district of Wuzhong city.
They visited the families of severely disabled people in need, where they learned about their living conditions and the implementation of policies that support the disabled. The delegation, together with the Ningxia Hui autonomous region trade union, also visited frontline workers with disabilities.
Li said that disabled persons' federations at all levels should implement the guiding principles of the 20th Communist Party of China National Congress and the decisions of the CPC Central Committee and the State Council. They should, in accordance with the requirements of the 8th China Disabled Persons' Federation National Congress, consolidate and expand the results of poverty alleviation and ensure effective integration with rural vitalization, strengthen the monitoring of persons with disabilities at risk of returning to poverty in cooperation with relevant departments, and ensure a smooth transition in policies, she added.
Li emphasized that efforts should be made to include eligible disabled people in the appropriate social assistance programs, continue implementing subsidy policies for persons with disabilities, and provide assistance to severely disabled people in difficulty.
In addition, Li said that it is necessary to improve the quality of special education and integrated education, reduce the proportion of door-to-door education, implement the three-year action plan that promotes the employment of persons with disabilities, and strengthen employment training and services for persons with disabilities in a targeted manner.
According to Li, disabled persons' federations at all levels should also improve the legal and regulatory system for persons with disabilities, enhance the quality of legal services for them, and cooperate with government departments to implement the law on building a barrier-free environment. Efforts should be made to accelerate barrier-free renovations for families with severely disabled people to safeguard the rights of persons with disabilities, she noted.
While conducting the survey, Li Dongmei held discussions with the Party and government officials of Ningxia Hui autonomous region, Yinchuan city, and Hongsibu district of Wuzhong city. Officials from the disabled persons' federation of Ningxia Hui autonomous region as well as the CDPF's rights protection department and education and employment department participated in the survey.
