A law on building a barrier-free living environment was adopted at the third session of the Standing Committee of the 14th National People's Congress on June 28, 2023 The new law come into effect on Sept 1, 2023.
As a specialized law for barrier-free environment construction in China, it provides a solid legal guarantee for further ensuring the equal, full, and convenient participation and integration of people with disability as well as the elderly into society in the new era. It also promotes legal protection of equal access of the fruits of economic and social development for all members of society.
Active efforts were made to organize publicity and implementation, and to create a favorable atmosphere for the promotion and implementation of the law across the whole of society, ensuring that everyone can enjoy an accessible environment.
On Nov 13, 2023, the Supreme People's Procuratorate, the Ministry of Housing and Urban-Rural Development, and the China Disabled Persons' Federation jointly released 12 typical cases of public interest litigation related to barrier-free environment construction.
