Provisions of the Ministry of Education of the People’s Republic of China on the establishment of the 'Friendship Award for the Chinese Language and Culture'

Article 1 In order to promote the development of teaching the Chinese language and the dissemination of Chinese language and culture throughout the world and to further the mutual understanding and friendship between the Chinese people and the peoples of all the world, the Ministry of Education of the People's Republic of China hereby establishes the “Friendship Award for the Chinese Language and Culture".

Article 2 The Friendship Award for the Chinese Language and Culture shall be conferred on the foreign friends who have made outstanding contributions to the teaching of the Chinese language, to Sinological studies and the dissemination of Chinese language and culture.

Article 3 The Friendship Award for the Chinese Language and Culture shall be conferred every three years, and the conferment shall be conducted either by the Ministry of Education or by the diplomatic missions of China in foreign countries on its behalf.

Article 4 The winner of the award shall satisfy one of the following conditions:

1)He/She has made outstanding contributions to the teaching of the Chinese language;

2)He/She has made outstanding accomplishments in the study of the Chinese language and Sinology;

3)He/She has made outstanding contributions to the dissemination of the Chinese language and culture; and

4)He/She has played an important role in the organisational and managerial work in the popularisation of the Chinese language and the dissemination of the Chinese language and culture.

Article 5 The candidates for the award shall be recommended by the Chinese education administrative departments at the provincial or ministerial level, colleges and universities specialising in teaching Chinese as a second language and renowned specialists at these colleges and universities, units engaged in the studies of the Chinese language and culture and renowned specialists at these units, institutions engaged in international educational and cultural exchanges, or Chinese missions in foreign countries.

Article 6 An evaluation committee shall be established which shall be responsible for the evaluation and selection of the nominees and submit these to the Ministry of Education for approval.

Article 7 The winners shall be conferred the following awards:

1)A Certificate of Honour and a medal issued by the Ministry of Education, People's Republic of China; and

2)An invitation to come to China to attend the awarding ceremony and make a short-term academic visit, or conduct academic research for three months, funded by the special foundation set up by the Ministry of Education, People's Republic of China.

Article 8 The specific work concerning the evaluation and conferment of the award shall be in the charge of the Hanban, The Chinese Language Council International.

Article 9 These provisions shall come into effect as of the day of their promulgation.
